Poverty can be a tragedy. The more extreme, the more tragic. That poverty becomes present when one thinks about infant mortality, or the mortality of the mothers in childbirth. Or when one considers the famines that led to unsuspected limits, including cannibalism. The Poor Pay does not reflect on the poverty of the ascetic, but thinks about the poverty of those who are trapped in a cultural, social, economic and political that prevents them from getting out of a situation they do not desire. Public policy mistakes have negative consequences for many individuals and groups. But the burden of those mistakes finally falls on the poor, both old and new. Nevertheless, this is not a book against public policy but about the unintended consequences of well-intentioned public policies; those that benefit some groups, but that end up impoverishing the majority; that can generate some short-term benefit, but impoverish in the long term. Many of them are promoted as favorable to the people, such is the case of populism, but have opposite effects. They are presented as popular policies, but their consequences are anti-popular. This populism of present well-being destroys the possibilities of long-term development. For this reason, these pages highlight the possibility of a sensible public policy, prudent and virtuous, that opens possibilities and enables a peaceful and particular interaction between human beings, a wealth creating interaction that reduces or eliminates poverty.

Juan Sebastián Landoni

was born in Concordia, Entre Ríos, on February 17, 1969. He holds a Bachelor´s Degree in Economics from the National University of Rosario (UNR) and a Master and Ph.D. in Economics from the Higher School of Economics and Business Administration (ESEADE) of Argentina. He is a university teacher and researcher. He teaches in undergraduate and graduate courses at the Francisco Marroquín University (UFM) of Guatemala, at the Catholic University of Argentina (UCA) and at the National University of Rosario (UNR). Member of the Friedman Hayek Center for the Study of a Free Society (UCEMA). He is author of the book Empresario institucional (Institutional Entrepreneur) (Episteme, 2015) and has published several articles in books and academic journals.

Luciano Villegas

Bachelor in Economics and university professor of Economics from the National University of Rosario (UNR) as well as Master in Financial Asset Management from the Higher School of Economics and Business Administration (ESEADE, Argentina). From 2008 to 2013 he worked in a renowned exchange house and brokerage firm of Rosario. Between 2014 and 2016 he was economic columnist of the program Con sentido común (With common sense), which is broadcasted every morning on CNN Radio Rosario, and since August 2013 he is advisor for companies. He currently teaches undergraduate courses at the Catholic University of Argentina (UCA), the University of the Latin American Educational Center (UCEL) and in the National University of Rosario (UNR) as well as specializations at Freedom Foundation and master´s at UNR and Austral University. Since February 2022 he is an Economist for the Freedom Foundation of Rosario.

Es Profesor Titular de Historia Económica del CEMA y ha dado clases y conferencia en Latinoamérica, Estados Unidos y España. Ha sido becario Fulbright en dos oportunidades para estudiar y dar clases en USA. Así como autor de varios libros y artículos, entre ellos sobre la figura de JB Alberdi.
