Uruguayan democracy is the most solid of the region. The country has excellent institutional indicators and good social and economic indicators. Nevertheless, it faces important challenges in the difficult path towards development. Which are these challenges? What are the tools to face them? Is there really a consensus among the different parties and actors to start implementing a set of necessary reforms?
