Editions of the Naumann Chair 2020
The Naumann Chair, launched by UCEMA and the Naumann Foundation in 2020 to promote the debate of ideas began its 2020 sessions with the German Parliamentarian Konstantin Kuhle, who visited us on May 8, 2020. Kuhle provided guidelines of public policies which have been developed in Germany in face of the COVID-10 pandemic, the impact these have had at a political and social level as also their implications for the democratic system.
In June, the protagonist of the Naumann Chair was Ricardo Gomes, president of the RELIAL network, who explained the political and economical situation of Brazil in this pandemic crisis, in conversation with the person in charge of the Naumann Foundation in Argentina, Dr. Lars-André Richter, and the coordinator of the organization´s projects, Juan Manuel Aguero. “The dependence on the State and vision that the government has to offer all the solutions is a significant challenge for liberal thought. It is a historical problem that seems to be reborn just in the moment in which a growth of liberals was expected. As Bastiat said, “the state is the great fiction where everyone wants to live at the expense of others”, said Gomes.
In July, the chair received Hakima El Haite, president of the Liberal International, who received global threats to freedom within the context of COVID19.
The next protagonist in the Naumann Chair was Alonso Domínguez, who was speaker on August 7 on the political scene in his country and the Venezuelan rules that turn the State into a booty.
In September, within the framework of the American electoral campaign, Diego Añez visited the Chair, and spoke of the United Sated in the campaign, in his role of Managing Director in the Washington International Trade Association and Manager of Young Trade Professionals.
In October, it was the turn to analyze Uruguayan politics, led by the hand of Pedro Permanyer Barragué, who spoke of the principal political, economical and socio-historical characteristics of the neighboring country that help to explain its internal dynamics and positioning in the region and the world.
The 2020 Naumann Chair sessions were closed by Birgit Daiber, who, on November 6, spoke about “The protection of Human Rights by the European Convention on Human Rights”.
Kuhle is a member of the German Parliament of the FDP since 2017, spokesman of the FDP bloc and since 2018 general secretary of the party of Lower Saxony. He is a lawyer from the Bucerius Law School of Hamburg. From 2009 to 2014 he was a fellow of the National German Academic Foundation. In the area of domestic politics Kuhle campaigned for civil rights and the protection of data, specially in the digital world, he demands effective strategies to combat political extremism, structural changes in the security authorities and a reform of federalism in the area of internal security. In the field of European politics, Kuhle is an advocate of a European federal state and he also has strong pro-European positions.
Ricardo Gomes is councilor of Porto Alegre an president of the RELIAL network. He was President of the Institute for Business Sudies (IEE) and vice-president of the Liberdade Institute. He was Professor of Law and Secretary of Economic Development in the city of Porto Alegre. He is member of the Mont Pelerin Society, and counselor of the Rede Liberdade, that brings together more that 30 liberal organizations in Brazil.p>
Hakima El Haité is President of the Liberal International and member of the executive council of the Moroccan Popular Movement. El Haité is an internationally recognized leader in the areas of environmental sustainability and climatic change. As former Moroccan Minister of Environment, she was protagonist in taking the COP22 to Morocco. She was also special ambassador for the United Nations at the International Climate Conference COP22.
Alonso Domínguez is full professor at the Central University of Venezuela, a highly regarded political analyst, executive director of the Association Leadership and Passion and member of the team “A dream for Venezuela”. Domínguez structured his talk in two parts, the first in which he gave us a context of what has happened in Venezuela during the last years, and the second in which he made a characterization of the present and presented the keys to better understand future dynamics. Domínguez was presented by Rocío Guijarro, of CEDICE, and Juan Manuel Agüero, project coordinator of the Neumann Foundation.
Diego Añez is Managing Director of the organization Washington International Trade Association (WITA) and executive director of the organization Trade Professionals (YTP). He is responsible for the daily management of the organization, the coordination of events, the strategic alliances and services for the 4000 members of the organization he directs. Diego also supervises the program of the WITA internships and the hiring of new talents. With the board of directors he coordinates the organization of the political proposals of the same, and the most important event of the year: the Annual Awards Dinner. In the meantime, as first executive director of the Young Trade Professionals, the first group of public policy managers under 40, Diego facilitates work and network contacts for more than 1600 members.
Diego comes from Santa Cruz de la Sierra, Bolivia, and as raised in Mobile, Alabama. He graduated from the University of Georgia in Arts in Spanish and is Bachelor of Arts in International Affairs with concentrations in International Political Economy and Comparative Politics.
Pedro Permanyer has a degree in Political Science, Universidad de la República, Uruguay. Master in Public Policies and Appkied Political Studies, International Foundation and for Ibero America of Administration and Public Policies (FIIAPP) Madrid. General Director of Social Development in the Tacuarembó Municipality. University Professor. Specialist in Decentralization, Public Policies, Local Governments, Political Marketing, Political Communication, Participation of Citizen.
Birgit Daiber: she is Doctor of Law from Ludwig-Maximilians Universität München. She is Associate Professor at the School of Law of the National University of Seoul, South Korea. Member of the Editorial Board of Journal of Law and Legislation edited by the Korea Legislation Research Institute. She is visiting researcher and visiting professor at the University of Vienna, Austria, and the University of Paris Nanterre, France. She has also worked as a professor and researcher in various German universities and has also been consultant for government agencies in Germany. Her research activity is developed inn the following areas: legal system of the EU, German constitutional law, European agreements on human rights and constitutional history.
